(1) Based on the marks obtained by the candidate in the examination conducted by the Commission, a merit list shall be prepared and the final result shall be published in accordance with Section 25 of the Act.
(2) According to sub-rule (1), when preparing the merit order list, if the total marks of the candidates are equal, the merit order shall be maintained on the following basis:-
(a)    Based on the marks obtained in the written examination,
(b)     If the candidate's qualification order is not separated according to clause (a), if there is an additional educational qualification, based on the percentage of marks obtained in that qualification,
(c)     According to Clause (b) if the qualification order of the candidate is not separated, on the basis of the percentage of marks obtained for the minimum educational qualification.
